Hard coded user/root user

Is there way in redhat Linux, where you prevent even root to create new user accounts? Require this for a reason: basically only two users hard fixed: admin and root. Would need to prohibit creation of any other users even by root.



Thinking about this, could you login as root, change the permissions to /etc/passwd and /etc/shadow to read only for the admin account and then disable root? That should prevent admin from writing to the passwd file.

Going to try when I get home, interesting problem.
