If someone has your IP address they can turn off your Internet?

How is that done? Can VPNs protect against it?

Realistic Short Answer: No

Speculative Long Answer: If your gateway (typically router/modem) is insecure and isn’t patched up, there may be a vulnerability that allows one to compromise it and do whatever they want, which could potentially be to disable all ports or brick it. This requires a lot of skill and information gathering to the point that the answer for you is likely still no. VPN may or may not protect against this, depending on how the peer IP is obtained.

Whoever wrote that has basically zero networking knowledge
