IP Reputation Attack and testing on localhost

Hey so I am pretty noobish when it comes to cybersecurity and cant seem to find much information about this after searching all over. Thought someone on this thread might be able to help me.

So last night was doing some testing for a web app I am building, I do all of the testings on localhost and I am connecting to various services in the app. All services are vetted and secure, so I don’t think it has to do with them. I got a notification from my Internet Providers that I had a IP reputation attack from Russia on my computer. When I looked deeper it seems this has also happened in the past too, along with my wife computer. From what I have read, it seems like this can just be kind of random thing that happens to internet providers where bots spam ports to try and see if they can gain access. I just want to make sure there is no way it could be connected me testing the web app.
