Is someone manually installing malware onto your device more dangerous?

What are the different risk factors of a person installing malware physically on a computer VS malware from the internet trying to remotely manipulate a device? Can a person installing malware onto a device give them more leeway in avoiding detection and preventing removal?

Would it take literally manufacturing a device from scratch or only a flash drive and a few minutes to pull off?
