Is there a way to set a MySQL database back to everything it had in it a moment before something was changed? Say, 25 minutes ago?

You seem to be asking if it’s a standard feature.  No, it isn’t.

You could build something in, with a lot of work (depending on the complexity of your database), that would basically add tables to track changes with a timestamp. 

Or you could have automatic backups, so you could go back to a specific backup version, but not a specific number of minutes.
