Manual CASB proxy cloud routing?

So I was reading some of the comments in [this post](https://www.reddit.com/r/sysadmin/comments/mjuemp/rca_azure_dns_outage_1st_april/) about the recent Azure outage. Basically, people are told to use multiple regions as a failover when one server farm/region goes down, however they have to manually switch which is useless if you can’t access the manager, because… it’s down.

Would temporarily switching the routing on a CASB proxy or, say, VPN/Firewall settings solve that problem for an affected company? Can you even do that, and would it be difficult?

Not sure if this is the right place to post this.
