Norton 360 running full scans even though I have it set to manual scan

This is killing the resources of my PC. How can it scan on it’s own if this feature is set to “only when I request it”?

Norton 360 – up to date.

I also can’t kill it in the task manager when it happens . I can see why this might be normal but I just wanted to check that it was.
