If I create a gmail account without a vpn then later on use it with a vpn, can I still be tracked since I first created and used it without a vpn?
Yes. Vpns are pretty useless.
If you are using a Google service, you can be tracked. Period.
Google caches all IPs used to create, access, or remove any of its services. They may not be able to see your direct IP, but they can and will infer your location based on the websites you visit, the content you read, the social media platforms and accounts you interact with, and other personal data collected simply by using the service.
