VPN and ISPs

Using a VPN with uses good encryption, what is the ISP able to see? I know that it will not be able to see your IP address because the request to link to a specific webpage comes from the vpn and not the user (so ISP logs the VPN’s IP address. But can the ISP see all the traffic that the user is generating through the VPN? That is, can they see the webpages you visit but just associate them with the wrong IP address or not even that? Does the encryption work also through the ISP? If so, how is that possible? I man, the ISP has to know what webpage you want to visit, how could it connect you to it otherwise? Also how are they able to know how much internet you have consumed from your plan?

I am not very technical so thank you very much for taking the trouble to explain this to me.
