Why do the Apps downloaded directly from Chrome ask to be allowed through the Firewall, but multiplayer games downloaded from Steam that obviously need internet don’t have to ask for a permission?

I’m sorry if I’m asking a stupid question, but I’m just curious. For example, after downloading discord from the Chrome browser and installing it, it the app asks to be let through the Windows Firewall. However when I download an online game from a service like Steam or Origin, the game doesn’t need to ask for a permission. Why is that? My guess is that if a game is downloaded from a service that has already been allowed through the Windows Firewall don’t need to be allowed again but I’m not sure.

it’s more related to how the internet connection is used.

If the app/game tries to listen for incoming connections, it needs permissions because by default the firewall blocks that.

If the app/game wants to create an outgoing connection, it doesn’t need firewall permissions because by default all outgoing communication is allowed.
